Retail premises concentrate a high fire load into a space that also has to accommodate members of the public who don't know the building. That combination puts the emphasis firmly on escape provision and on housekeeping in stockrooms and rear corridors, which are almost always where a retail assessment finds its most significant issues.
Where there is residential accommodation above the unit — extremely common on British high streets — the assessment has to consider compartmentation between the two uses and whether the escape route from the flat is independent of the shop. That is frequently where the real risk sits.
