Hospitality premises combine most of the factors that make fire risk assessment difficult. Occupant numbers can be high and fluctuate wildly. Occupants are unfamiliar with the building, and may have been drinking. Commercial kitchens present a significant ignition source with extraction ductwork running through the structure. And where there are letting rooms or staff accommodation above, sleeping risk applies with everything that follows from it.
Licensed premises also carry the added exposure that fire safety failings can affect the premises licence itself, not just the Fire Safety Order position.
